When the Soviet Union collapsed it was hoped that it would be possible to set up a free press in the Central Asian states. These hopes have not been fulfilled, or only in rudimentary form.

In Kazakhstan and Kyrgyzstan an increasing concentration of differ-ent media in the same financial groups can be observed, behind which are usually persons with links to the government. At the same time many journalists do not have the necessary professionality, and as a consequence there has been a flood of court cases against newspapers and broadcasting stations. A number of independent, critical organs have already been pushed into bankruptcy by such litigations for claimed libel.
